Hi, guys: The question before us is both political and technical. In so far as I can tell, only the Utah VHF Society has done their engineering homework on this issue. They have answered numerous technical questions on their web site at: http://utahvhfs.org/.
The political question is this: Do you agree that digital stations should have priority over analog assignments for repeater coordination? That is, they would be allowed to go to the head of the line, by creating new pairs out of simplex channels.
The Utah group (I think) is sticking with the 20 kHz pairs that we use in Texas. They assign digital 2 meter repeaters in the same manner as analog repeaters.
In their technical section, they point out that only one (1) digital channel will fit in a single 20 KHz  2-meter slot. Ideally, 2 adjacent 20 KHz slots might allow a 3rd repeater.
On 440 MHz, 25 KHz analog channels now in use here and in Utah will work fine. But the notion that 2 digital repeaters can be placed in a single 25 KHz slot is conclusively shot down, because of consumer grade radio frequency instability.
Have a look at what Utah has done, before you vote!
