San Antonio Radio Club Elects Officers for 2007



The regular SARC November meeting is the annual election meeting and the
2007 elections were held on November 9, 2006. Officers and Directors
were elected for the coming year:

Regular Membership Meeting tonight at 7:30PM at KCOMM to facilitate
any Election issues that may arise. A full Board meeting is not
anticipated. If you have issues that need to come to the Board's
attention, please bring them to any Board member for consideration at
the next full Board meeting.

Solar activity is about to increase--or so it seems. An active sunspot is
hiding just behind the sun's eastern limb. For the past three days, it has
been erupting, throwing clouds of magnetized gas high above the sun's
surface where they can be seen from Earth. Some of these explosions have
also produced strong radio bursts heard in the loudspeakers of ham-radio
rigs. Soon, perhaps later today or tomorrow, the sun's rotation will turn
the sunspot toward Earth, providing a direct view of the active region. If
it is indeed a big spot, we could be in for some stormy space weather in the
days ahead.

month for the club and the annual elections will be held at this
meeting. Please attend if at all possible as there will be at least one

Election Procedures
November 9, 2006


These procedures have been developed to ensure that the annual
Officers and Directors elections of the San Antonio Radio Club are
conducted fairly, efficiently, and in accordance with the Club's
Constitution and Bylaws.

For the November 9, 2006 election of the 2007 Officers and
Directors, a Nominating Committee was appointed by the President on
September 26, 2006. That committee consists of J.C. Smith, N5RXS,
Charlie Land, KC5NKK, and Mike Check, K5UCQ. The committee reported
back, prior to October 25, 2006 as required by the Bylaws, to the
President with a slate of Officers and Directors who are qualified
and willing to serve in those various positions. That report
resulted in the Nominating Committee's Recommended Nominations which
has been circulated prior to start of tonight's meeting. These
nominations have been posted publicly on the W5SC Yahoo Group and
the W5SC Webpage.

Appointed as Tellers for any contested elections are

The President will read the Committee's nomination for each and then
take additional nominations from the floor. To be elected to any
Office or Board position the candidate must be a member in good
standing in the San Antonio Radio Club. Any disputes regarding the
standing of a candidate will be determined instantly by the Board,
if a quorum is present. If a quorum of the Board is not present,
the standing of any candidate will be decided by the Chairman of the
Board or his delegate.

If there is an office in which there is only one nomination, and
therefore no contest, the president will call for a motion to accept
the nomination by acclimation.

No member may hold more than one position which sits on the Board of
Directors. The Constitution requires that the Board of Directors be
populated by ten separate Directors. If a candidate, who holds a
Board office that extends into 2007, is elected to another Board
position, that member must resign his prior office upon being
elected to the new office. In accordance with the Club's
Constitution the Chairman of the Board, or his delegate, will
appoint a replacement to serve until the 2007 election.

Election Procedures

A. The President will call for the annual election.
B. The Nominating Committee will read the names of the members
nominated
C. Nominations will be taken from the floor from any member in
good standing for the nomination of any member in good standing who
has indicated to the nominator that he or she is willing to serve in
the position. It is not required that any nominee be present for
the election.
D. If there is a contested election:
a. Each candidate or his representative will be given an
opportunity, not to exceed three minutes, to address the membership.
b. The appointed Tellers will provide balloting material to
each member in good standing. Non members are welcome at any
meeting but are not permitted to vote. Membership issues will be
researched by the Treasurer and a decision will be rendered by the
Board or the Chairman as above. Any person who has paid dues for
2006 prior to the commencement of elections, and who is otherwise
eligible for membership pursuant to the bylaws, may vote in the
election.
c. Ballots are secret. The Tellers will count the ballots
immediately and announce the winner. Actual tallies will be
announced only if requested from the floor. The President will then
declare the winner.

Election Issues

Membership-The San Antonio Radio Club requires only that a member be
interested in ham radio, make an application to the Treasurer, and
pay current dues. Only an FCC licensed amateur may hold elected
office, but any member may participate in Club activities and vote.
Guests are always welcome at Club meetings and activities. Guests
are never pressured to join the club, but guests may not vote.

Rarely does the issue arise concerning the payment of current dues.
If a member, either as a candidate or an elector, claims to have
paid the proper dues but no supporting Club record is available, at
that moment, supporting the claim; then that member should pay the
pro rated 2006 dues instantly in order to continue participating in
the election. Prorated 2006 dues are $3.75 during the last quarter
of the year. That member may submit documentation later to the
Treasurer supporting the claim. The Treasurer will then reimburse
the member the second dues payment if sufficient documentation is
provided.

Nominations and elections are addressed in the San Antonio Radio
Club Constitution and Bylaws. These procedures were designed to
implement the requirements of those instruments. At the end of the
Election the President will announce the list of the newly elected
Officers and Directors for the coming year.

The Boy Scout Jamboree On The Air (JOTA) is tomorrow, Saturday,
October 21, 2006 at Camp McGimsey off of NW Military Hwy. Setup will
begin at 8:00am and the stations will operate until 5:00pm. We need
operators both in the morning and the afternoon. Please join us for
either session or both.

Thanks Don, I know you have been following what we do.

There was a concerted effort by Steve, WA5FRF, which has continued since his presidency, to move the operations of the Club back within the guidelines of the Constitution and the Bylaws. Managing the Club has been cumbersome, at times, because what those articles require and what some people want were not always in agreement. We lost an Officer, a Director, as well as several key appointed positions during this leadership cycle. Other Directors have not been active due to health reasons. This makes it hard to keep things going.

But a few special amateur radio operators, both old salts and new to the Club, stepped up and helped keep things going. What success we have had this year is because these fine hams stepped in when there was a need. Most of them will continue in the broad based leadership that now exists in SARC.

And we have had success this year.
We've partnered with a new, energized, ARES organization and stressed Emergency Communications after our Katrina/Rita experiences.
We've helped a number of new hams get on the air.
The SARC Field Day tradition has been maintained.
The Swapfest continues to be a successful regional event.
SARC remains the sponsor of the most successful JOTA event in the area.
And we have streamlined the regular meetings so that we spend our time talking about radio rather than the minutia of decision making or lack of decision making.
And as you note, we have moved toward handling SARC business the way the governing documents say we should, not the way any particular individual(s) want it to be run.
So please join us on November 9th when the club will vote for the new Officers for 2007.

use the procedure's that our founding fathers of the
Radio Club used than I will reconsider at a greater
degree, as long as the club is willing to become
concrete about its procedures'.

The talent has always been there and their are great
person(s) within the club, but a team concept needs to
be adapted.

No-one body of person(s) should shoulder all the
weight.

ARLB019 FCC releases long-awaited ''Omnibus'' Amateur Radio Report and Order
Ending a protracted waiting period, the FCC's Report and Order in
the so-called ''Omnibus'' Amateur Radio proceeding, WT Docket 04-140,
was adopted October 4 and released October 10, 2006. In it, the FCC
adopted nearly all of the proposed changes in the Notice of Proposed
Rulemaking released back in 2004. The FCC has:
+ expanded the phone subbands in the 75 and 40 meter bands;
+ permitted auxiliary stations to transmit on portions of the 2
meter band;
+ permitted the use of spread spectrum on 222-225 MHz;
+ permitted amateurs to retransmit communications from the
International Space Station;
+ permitted amateur licensees to designate a specific Amateur Radio
club to receive their call sign in memoriam;
+ prohibited an applicant from filing more than one application for
a specific vanity call sign;
+ eliminated certain restrictions on equipment manufacturers;
+ permitted Amateur Radio stations in Alaska and surrounding waters
more flexibility in providing emergency communications;
+ clarified that ''amateur stations may, at all times and on all
frequencies authorized to the control operator, make transmissions
necessary to meet essential communication needs and to facilitate
relief actions'';
+ deleted the frequency bands and segments specified for RACES
stations;
and
+ deleted the requirement for public announcement of test locations
and times.
In addition, the FCC took several other miscellaneous actions.
In ''refarming'' the frequencies currently authorized to Novice and
Technician Plus licensees, the Commission increased the voice
segments for General, Advanced and Amateur Extra licensees.
On 75 meters, Generals will be able to use voice from 3800-4000 kHz,
an increase of 50 kHz. Advanced class licensees will be able to use
voice from 3700-4000, an increase of 75 kHz, and Amateur Extras will
be able to use voice from 3600 to 4000 kHz, a generous increase of
150 kHz.
On 40 meters, Advanced and Extra Class licensees will be able to use
voice from 7125-7300 kHz, an increase of 25 kHz. General class
licensees will be able to use voice on 7175-7300 kHz, an increase of
50 kHz.
On 15 meters, General class operators will have phone privileges on
21275-21450 kHz, an increase of 25 kHz.
ARRL President Joel Harrison, W5ZN, expressed the ARRL's gratitude
to the FCC Commissioners in a letter dated October 11: ''On behalf of
the ARRL and the Commission's licensees in the Amateur Radio Service
I want to express appreciation for your release yesterday of the
Report and Order in WT Docket 04-140 (FCC 06-149) amending Part 97
of the Commission's Rules. The Commission's action in clearing this
pending proceeding will assist the Amateur Radio Service in meeting
its objectives, particularly with regard to providing emergency and
public service communications.''

The changes will go into effect 30 days after the R&O is published
in the Federal Register.

Nominating Committee for the 2007 election. The Bylaws require that
I do so prior to October 1st.

Discussion at tonight's meeting included comments asserting that the
Nominating Committee's report should have been made at tonight's
meeting and that there was a 30 day "Notification" provision.
Neither issue is valid and neither is part of the Club's
Constitution nor Bylaws. In fact, a provision requiring the
Nominating Committee to report at the October regular meeting would
run contradictory to the provisions giving the committee until
October 25th to do their work.

All of that being clarified, please consider whom among our members
in good standing would and could serve the Club in a leadership
position. Forward any member for consideration to one of three
Committee members. If you would like to serve in a leadership role,
submit your own name to the committee. We need directors as well as
officers to manage the Club's affairs.
